The General Services Administration's (GSA) Office of the Chief Information Officer in support of the PBS Office of Facilities Management (OFM) intends to award a single-award contract to continue the use and maintenance of the following application and service: Metering Utilities Smart Energy (MUSE) application. This application is a cloud-based Software-as-a-Service (SaaS) enterprise-wide solution that includes hosting licensing configuration data architecture integration and support service. The application maintains comprehensive tracking of energy water and waste data via metering utilities and smart energy applications. The PBS OFM is the agency-wide center of expertise for all utility related functions including advanced metering energy and water usage intensity reporting utility contracting utility rate intervention demand response and more. The OFM has statutory requirements to track energy intensity water intensity and other energy related data to comply with federal mandates. The existing energy and water tracking solution supports the mission of GSA by housing both current and historic energy and water use and cost data for GSA-operated buildings and providing a variety of preset reports to internal and external stakeholders. The system houses monthly historical energy data back to 2002 and water data back to 2006. The PBS OFM is also responsible for custodial services including solid waste and waste diversion (recycling). The GSA tracks waste data through custodial or waste disposal service contracts and field offices have the option of reporting the data to MUSE. The PBS OFM Facility Technology and Innovation Division is responsible for managing GSA's Advanced Metering Infrastructure with GSA's metering support team depending on tools that can provide meter information across the portfolio. The building interval data directly supports several PBS strategic initiatives and GSA priorities as data exported from the current system is used for various purposes including virtual building audits. These virtual building audits identify energy conservation measures that when implemented improve the energy efficiency of GSA's owned facilities.
