This contract pertains to the manufacture, assembly, and delivery of Peculiar Support Equipment (PSE) for the F/A-18E/F aircraft to support the stand-up of the F/A-18 NOLA Adversary Site. The Government intends to award this contract as a sole source to The Boeing Company, as Boeing is the original designer, developer, and manufacturer of the EA-18G and F/A-18E/F aircraft and possesses exclusive access to the technical data and drawings necessary to fulfill this requirement. The Boeing Company is uniquely qualified with the technical expertise and knowledge essential for providing the required support equipment. Due to the proprietary nature of the technical drawing package, which Boeing solely maintains, no other contractor can be provided with the necessary technical details to meet the Navy’s specifications. Awarding the contract to any other source would necessitate a lengthy process of reverse engineering and requalification, causing a delay of approximately 24 months. Such a delay would negatively impact the squadrons' operational capabilities and their ability to support Warfighter missions, making it imperative that this effort be executed exclusively by The Boeing Company. The solicitation was posted on May 27, 2026, with a response deadline of June 1, 2026, under NAICS code 334220, coordinated by the Naval Air Warfare Center Aircraft Division at Joint Base MDL, NJ.

This requirement is for the manufacture, assembly, and delivery of F/A- 18E/F Support Equipment to support the F/A-18 NOLA Adversary Site Stand up. It is the Government's intention to go sole source to The Boeing Company (CAGE: 0PXV4) for this effort.
The Boeing Company is a prime integrator of the EA-18G and F/A-18E/F aircraft, the original designer, developer and manufacturer and the only source with the requisite knowledge, experience, technical expertise and technical data to provide the PSE for the EA-18G and F/A-18E/F requirements. Any other source would need to possess the drawings/technical data to be able to perform this requirement.
The Boeing Company is the only known qualified source capable of satisfying the U.S. Navy's specific requirements. The technical drawing package for this PSE was designed by and is currently maintained solely by The Boeing Company. Therefore, the Government cannot provide the necessary technical details that fully capture the required specifications for this requirement to another contractor. Award to another source would require the need to reverse engineer and requalify equipment. This process would take an additional 24 months and result in unacceptable delays to the Government.
This delay would adversely affect the Squadrons ability to perform their everyday duties in supporting the Warfighter. Therefore, the efforts described herein cannot be performed by another source.
