AI Contract Overview

The Deputy Administrator for Commodity Operations is implementing a shift towards a performance-based procurement strategy for all packaging supplies and materials used in international food aid programs. This change aligns with Federal Acquisition Regulation requirements and aims to promote open and fair competition among vendors by focusing on performance standards rather than specific packaging construction details. While the technical specifications for packaging will be phased out, vendors will still be required to ensure the packaging is durable, leak-proof, and capable of withstanding multiple rough handlings without spillage to maintain the integrity of food assistance programs. This new approach is designed to make commodity bidding more competitive while preserving the functional requirements of packaging critical to international food aid. The solicitation associated with this contract is titled "Performance Based Packaging Requirements for International Food Assistance Programs," and was posted in December 2011. For inquiries, Bradley D. Hoppe can be contacted via phone or email. The initiative's broader goal is to enhance procurement efficiency while safeguarding program outcomes through clear performance expectations for packaging materials.

Full Description

The Deputy Administrator for Commodity Operations is transitioning to a performance-based approach for procurement of all packaging supplies and materials. This requirement of the Federal Acquisition Regulation supports the international food aid programs through open and fair competition. Contracting information utilizing specific packaging construction will ultimately be phased out of use as performance standards come to the forefront of packaging materials sourcing. Vendors will remain responsible to ensure use of proper packaging (e.g. does not leak or tear, withstands multiple and rough handlings without spillage). The purpose of any upcoming changes is to increase the competitiveness of commodity bids while maintaining packaging functionality and program integrity. Questions regarding this notice may be directed to Bradley Hoppe at +1 (555) 000-0000, to the Commodity Operations Division at +1 (555) 000-0000, or via e-mail at contact@example.gov.
