This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Requisition Number W81EWF50659196 is being issued as a Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation will be competed as a 100% Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geotechnical & Structures Laboratory at Vicksburg, MS has a requirement for the following: Permalon L20 Black Pond Liner, 180 ft x 100 ft Potential vendors may access the following attachments below: Attachment 01 (Description of Requirements) Attachment 02 (Bid Submission Form) Delivery will be FOB Destination to the following location: Range 19 Fort Polk, LA 71459 The North American Industry Classification System Code for this procurement is 326199 (All Other Plastics Product Manufacturing) with a size standard of 750 employees. Brand Name Justification for purchase of the Permalon L20 Black Pond Liner: The Permalon L20 Black Pond Liners have been successfully used on four prior explosive test series and are known to have acceptable weight and strength characteristics and have demonstrated the ability to survive a blast environment of the type to be generated on this project. Because the Permalon liners have been used by the Geotechnical & Structures Laboratory in the past with favorable results in both installation and performance, the acquisition of this brand of pond liner will ensure consistency with previous tests. Due to the amount of labor and materials already invested in the project, testing of a new product to ensure acceptable weight and strength characteristics would not be practical or cost-effective. In accordance with the attached Description of Requirement (Attachment 01), an award for this acquisition will be provided to the vendor whose quote is the Lowest Priced of those determined to be Technically Qualified. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
