Personal Protective Equipment (Crowd Control)

The National Guard Bureau is seeking industry input through a Sources Sought notice for the sourcing, kitting, integration, and delivery of specialized commercial tactical equipment configured as Crowd Control Support Modules (CCSM) to support National Guard Response Force and National Guard Quick Reaction Force missions. The equipment includes non-ballistic personal protective gear, communication systems, and training equipment, fully packed and integrated into QUADCON freight containers with specific specifications: tan matte paint finish, internal tan cases or drawers without foam, and palletized training modules also in tan without foam. Each CCSM set consists of a single 3,150-pound QUADCON container measuring 96 x 58 x 82 inches and a 270-pound pallet containing the training module. The equipment must meet exact or functionally equivalent specifications as outlined in the Bill of Materials, where brand-name references are for descriptive purposes only and equivalent products from any manufacturer are acceptable. All items must be packed, marked, integrated, and delivered by the contractor, with shipping destinations spanning multiple states and U.S. territories including Connecticut, Vermont, Puerto Rico, Maryland, and North Carolina, as detailed in Attachment 1. The anticipated contract type is Firm-Fixed Price with a base year and potential option periods. Responses must be submitted as a capability statement no longer than five pages using 12-point font on standard 8.5” x 11” paper and must include key data points: the earliest possible delivery date after receipt of order, a realistic monthly delivery schedule outlining how many fully integrated units can be produced and delivered, and up to three relevant past performance examples within the last five years involving tactical equipment kitting, supply chain consolidation, or integration of commercial off-the-shelf items into unified shipments like QUADCONs. Contractors must provide their Unique Entity Identifier and CAGE Code, SBA size status under NAICS Code 339920 (Sporting and Athletic Goods Manufacturing), and disclose if they are an 8(a) participant or hold a GWAC or GSA MAS contract. Small business primes must affirm their ability to perform at least 50% of the personnel costs using their own employees. The government is evaluating industry capabilities to determine if a Small Business set-aside is feasible and to establish an acquisition strategy based on technical capability, delivery timelines, past performance, and management structure.
