The U.S. Customs and Border Protection, through its Border Enforcement Contracting Division under the Department of Homeland Security, is conducting market research via a Request for Information to identify capable small businesses that can provide environmentally sound pest control management services at U.S. Border Patrol facilities within the San Diego Sector. This initiative, issued under the Revolutionary FAR Overhaul Part 10, targets NAICS code 561710 and is structured as a total small business set-aside, requiring all respondents to attest to their small business status. The anticipated contract would include a 12-month base period starting September 15, 2026, with up to four one-year option periods extending through September 14, 2031, aiming to establish a long-term service arrangement. The scope encompasses routine and emergency inspections, treatment, and prevention of arthropod, vertebrate, and disease vector pests across multiple checkpoint and station locations including HWY 94, I-8 Westbound, and El Cajon, with services to be performed Monday through Friday during 0600–1430 hours and monthly visits scheduled for the first week of each month. Performance obligations center on strict adherence to Integrated Pest Management principles, environmental compliance, and regulatory mandates under FIFRA, EPA, OSHA, and California state law. All pesticide applications must use EPA- and California-registered products only, with prior written approval from the U.S. Border Pest Management Advisor required for any use not on an approved list. Pesticides must be stored off government property in locked contractor vehicles, with no indoor dust formulations allowed, and all applications must be odorless in occupied spaces. Contractors must employ California-certified commercial pest applicators, submit a comprehensive work plan within five days of award, and provide monthly electronic reports detailing pesticides applied, EPA registration numbers, applicator credentials, and treatment locations.
