Pest control Services at USCG Base New Orleans, 5830 Memphis St, New Orleans, LA 70124.

The United States Coast Guard (USCG) is accepting proposals for pest control and extermination services at the Representational Facility located at 5830 Memphis St, New Orleans, LA 70124, as detailed in the attached Statement of Work (SOW). The contractor shall furnish all labor, tools, materials, transportation, equipment, supervision, and personnel required to perform comprehensive pest management services for both above and below ground infestations. Covered pests include, but are not limited to, cockroaches, ants, spiders, termites, mice, rats, and other rodents. Services must be delivered in strict accordance with all federal, state, and local regulations, as well as USCG, EPA, and OSHA standards, ensuring the health and safety of federal employees, contractors, residents, and visitors.

Recurring services shall consist of quarterly general pest control and semiannual termite inspection and treatment, with all work scheduled between 10:00 AM and 3:00 PM, Monday through Friday (excluding federal holidays) to minimize disruption to facility operations. The contractor must coordinate all activities with the Contracting Officer’s Representative (COR), CWO Mike Ackiss (Carlton.M.Ackiss@uscg.mil), and provide at least 48 hours’ notice prior to any treatment. Unscheduled service calls must be responded to within one calendar day after notification, and the scope of each service call will be limited to one distinct type of service and applicable locations. The contractor is responsible for reporting evidence of pests or conditions conducive to infestation not covered in the contract to the COR as soon as noticed.

The contractor shall submit a quarterly schedule of pest control services and a semiannual schedule of termite services within 30 days of contract award, and update these schedules as required. Comprehensive reporting is required, including quarterly service reports detailing facilities serviced, pests encountered, treatments performed (including pesticide types, ratios, and quantities), prevention and control recommendations, and any other relevant information. Structural pest inspection reports must be submitted following inspections, including findings, recommendations, proposed treatments, and sketches of infestation locations.

All pesticides used must be EPA-registered and approved by the Base Environmental Protection Specialist, with a list of proposed pesticides and material safety data sheets submitted within thirty (30) days after contract award and/or 14 days before the start of the performance period. The contractor must maintain a label book of all pesticides used and ensure proper storage, transport, and application in accordance with manufacturer instructions and all applicable regulations. Waste disposal must be fully compliant with federal, state, and local laws, including the Resource Conservation and Recovery Act; no waste may be stored or disposed of on USCG property. The contractor is responsible for immediate spill cleanup and reporting, as well as accident reporting and restoration of any damaged government property.

All contractor personnel must be properly trained, certified, and licensed to perform pest control and extermination services, including registration with the EPA and certification by the Louisiana Board of Health in accordance with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Environmental Pesticide Control Act (FEPCA). The contractor must maintain records of all training, qualifications, and certifications, and ensure compliance with all Coast Guard, EPA, and OSHA standards. Personnel must carry company-approved badges and photo identification, and vehicles must display company information and meet all access requirements.

Proposals must be based on a contract structure that includes an initial one-year base period and four additional one-year option periods, for a potential total performance period of five years if all options are exercised. Quotes must be submitted via email to daniel.galarza@uscg.mil. A site visit is urged but not necessary. Offerors who wish to inspect the site should coordinate directly with the COR listed in the Statement of Work to arrange a visit. In accordance with FAR 52.237-1, Site Visit (Apr 1984), offerors are encouraged to inspect the site to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance.

This will be a firm-fixed price purchase order awarded to the lowest priced technically acceptable offer. The evaluation factors are:

The Government will evaluate the past performance of each offeror to determine the degree of confidence that the offeror will successfully perform the contract requirements. Evaluation will consider the relevance, quality, and timeliness of prior work as demonstrated through submitted references and independent government sources. Offerors with no relevant past performance will receive a neutral rating. Past performance will be rated and factored into the overall evaluation as specified in the solicitation.

All applicable FAR clauses for service contracts apply. The contractor must comply with Department of Labor Wage Determination No.: 2015-5189, ensuring all personnel are compensated in accordance with prevailing wage requirements.
