AI Contract Overview
The Naval Air Warfare Center, Weapons Division, China Lake, intends to award a sole source firm fixed price contract to Reynolds Systems Inc for 30 PETN pellets, citing the company as the exclusive original equipment manufacturer with irreplaceable specialized knowledge gained from a prior FY23 contract involving the handling and transport of these fragile, experimental pellets. Replicating this capability with another vendor is deemed impractical due to unacceptable cost duplication and significant schedule delays, justifying the sole source approach under FAR 6.103.1. This notice is not a solicitation and no competitive quotes will be requested, but interested parties may submit a capability statement by June 16, 2026, referencing solicitation number N68936-26-SIMACQ-D550000/E550000-0198, to demonstrate their ability to perform the work without compromising quality, accuracy, reliability, or schedule. All responders must be registered in SAM.gov with an active status prior to submission, and contractors must also be certified through the Defense Logistics Information Services Joint Certification Program to access Controlled Unclassified Information, requiring a designated Data Custodian listed on DD Form 2345 per CAGE code. Responses must be emailed to Gwynn Hartkopf at gwynn.l.hartkopf.civ@us.navy.mil.
