Description: The Indian Health Service (IHS), Colorado River Service Unit, Parker Indian Health Center, intends to negotiate and award a contract to Diagnostica Stago, Inc. (SAM UEI: ND7MY2A4ZUE9), Parsippany, New Jersey, for the continued provision of a fully automated coagulation analyzer under a reagent rental arrangement, including all required reagents, consumables, preventive and corrective maintenance, technical support, training, and associated services necessary to support clinical laboratory operations at Parker Indian Health Center.


The anticipated contract will consist of a 12-month base period with four (4) one-year option periods.


Government Requirement: The Government requires a coagulation analyzer system capable of supporting uninterrupted CLIA-compliant laboratory operations for routine and STAT coagulation testing, including Prothrombin Time (PT), Activated Partial Thromboplastin Time (APTT), Fibrinogen, and D-Dimer testing. The system must support continued operation within the existing laboratory environment and maintain compatibility with the current Laboratory Information System (LIS). The requirement includes all equipment, reagents, consumables, preventive maintenance, corrective maintenance, technical support, installation support (if required), validation assistance, and operator training.


Based on market research conducted by the Government, Diagnostica Stago, Inc. appears to be the only source capable of meeting the Government's minimum technical, operational, and physical requirements without compromising clinical operations or requiring substantial changes to the existing laboratory environment.


Capability Statements: This notice is not a solicitation. However, any responsible source believing it can satisfy the Government's minimum requirements may submit a capability statement demonstrating its ability to provide an equivalent solution.


Capability statements should clearly address, at a minimum:


  • Ability to provide a fully automated coagulation analyzer meeting the Government's minimum technical requirements.
  • Ability to perform PT, APTT, Fibrinogen, and D-Dimer testing.
  • Compatibility with the existing Laboratory Information System (LIS).
  • Ability to provide all required reagents, consumables, maintenance, technical support, and training.
  • Relevant experience providing similar systems and services within clinical laboratory environments.
  • Identification as the manufacturer or an authorized distributor/reseller, if applicable.

General marketing literature or statements of capability that do not specifically address the Government's minimum requirements may not be sufficient for evaluation.
