Physical Therapy Services

The New York State Office of Mental Health is soliciting a firm or individual to provide physical therapy services for the St. Lawrence Psychiatric Center. The contractor will support adult and children/youth patients, including those in the facility clinic and residents of the Secure Treatment and Rehabilitation Center. The scope of work involves a maximum of 80 hours per month, with up to 20 hours dedicated to adult and youth programs and up to 60 hours for the STARC program. Key responsibilities include patient screening, evaluations, treatment planning, education management, and providing consultation and training to staff. Services must be performed Monday through Friday between 7 am and 4 pm, with a flexible schedule and no allowance for overtime or on-call duties. The contract will be awarded to the responsible and responsive bidder offering the lowest total bid amount who meets all mandatory requirements, including a clean record of no New York State contract terminations for cause within the last three years. In the event of a tie, the bidder with the longest history in business will be selected. Contractors must adhere to strict compliance standards, including monthly and annual exclusion checks via the LEIE and GSA-SAM databases, background investigations, and adherence to the Justice Center Code of Conduct. Administrative requirements include electronic payment through the NYS Office of State Comptroller, quarterly workforce utilization reporting, and submission of an EEO staffing plan. Proposals must be submitted electronically to the issuing office by November 5, 2026, at 3:00 PM EST.
