PIP-II Upconverter Filters

Fermilab, acting through Fermi Forward Discovery Group, LLC under U.S. Department of Energy prime contract DE-AC02-07CH11359, is seeking firm-fixed price proposals for the procurement of 76 units of 325 MHz and 88 units of 650 MHz narrow-band bandpass filters for the PIP-II project. The filters must be high-Q, production-grade components designed for integration into 50-ohm RF systems, tuned and locked for shipment with no field tuning permitted unless explicitly approved. Each unit must be permanently marked with the part number, serial or lot number, frequency, and manufacturer identification, and shipped with a certificate of conformance and serialized acceptance test data, preferably in Touchstone .s2p format. The supplier must comply with detailed technical specifications including low insertion loss, low VSWR, high rejection/selectivity, controlled ripple, robust mechanical packaging, and environmental qualification. Quality systems conforming to AS9100 or ISO 9001 are preferred, and RoHS/REACH compliance must be formally stated with any exceptions documented. A completed compliance matrix addressing every specification requirement is mandatory. Proposals are due by 5:00 PM Central Time on June 11, 2026, and must include the completed RFP form, the SARC Subcontractor Annual Representations & Certifications (Rev. 6), and the PUR-466 Proposal Certifications (Rev. 5) for all submissions exceeding $10,000. All submissions must be in PDF format with certified electronic signatures. Proposals are evaluated solely on technical acceptability as a pass/fail gate, with award going to the lowest-priced technically acceptable offeror without discussions. The contract is subject to numerous FAR clauses, including Equal Opportunity, Affirmative Action, Combating Trafficking in Persons, Employment Eligibility Verification, Limitations on Pass-Through Charges, and Export Administration Regulations. Buy American requirements apply, and contractors must certify they are not debarred, suspended, or ineligible for federal contracts. All freight charges must be included in the quotation, and delivery is FOB Fermilab to Receiving Warehouse 2 at Kirk Rd & Wilson Street, Batavia, IL 60510.
