Plan Check and Building Permit Services

The County of San Mateo Planning and Building Department is soliciting proposals for on-call professional firms to provide independent plan check, building permit technician, and building inspector services. The scope of work involves reviewing construction plans for residential, multifamily, mixed-use, commercial, and industrial projects to ensure compliance with California Building Standards, International Code Council and National Fire Protection Association standards, and local ordinances. The selected contractor will provide itemized plan-check comments via electronic systems like Bluebeam Studio and perform both onsite and virtual inspections within County limits. The agreement is intended for a five-year term, with proposals due by October 6, 2026, and an anticipated award date of January 1, 2027. Qualified proposers must have at least five years of experience providing these services to California public agencies and must employ personnel with current, job-appropriate ICC and, where applicable, California State Fire Marshal certifications. Award decisions will be based on overall best value, with preferential scoring available for local businesses and non-profits. Contractors are required to maintain comprehensive general, motor vehicle, and professional liability insurance of $1,000,000 each, as well as statutory workers compensation. The contract also mandates compliance with prevailing wage laws, the Americans with Disabilities Act, and the County's Equal Benefits Ordinance.
