RFP - for Facilities Conditions Assessments – Various Sites

Newfoundland Labrador Hydro has issued solicitation 109859 SY for a consultant to perform Facilities Condition Assessments (FCA) across various sites to support maintenance and capital-budget development. The project involves phased assessments of selected buildings and sites, with an initial performance term ending December 31, 2027, and three optional one-year extensions. Work will be authorized through written annual assignments, task authorizations, or purchase orders. The selected consultant must adhere to specific Hydro guidelines, including the FCA methodology, a mandatory checklist deliverable, and a specialized risk rating guide for safety, environment, and reliability evaluations. Proposals are evaluated on a 100-point scale, with 70 points allocated to non-price criteria—specifically experience, qualifications, understanding, and methodology—and 30 points for pricing. Proponents must score at least 42 points in the non-price category to be considered for price evaluation. The top-ranked proponent will be invited to enter direct contract negotiations. Key requirements include maintaining an ISN Rank of B or higher, providing general liability insurance of at least 5 million dollars, and ensuring all professional engineering or architectural work is performed by individuals licensed to practice in Newfoundland and Labrador. The agreement is governed by the laws of the province of Newfoundland and Labrador and the federal laws of Canada.
