Planting of 250,000 Trembling Aspen Seedlings - Haines Junction, Spring 2027

The Government of Yukon, through the Wildland Fire Management Branch of Community Services, is soliciting bids for a stand conversion project in Haines Junction, Yukon, within the traditional territory of the Champagne and Aishihik First Nations. The contract involves the micro-site planting of approximately 250,000 trembling aspen seedlings, specifically 1-year-old 1+0 412A stock, with a potential quantity range between 200,000 and 300,000 seedlings. Work is scheduled for Spring 2027, with an anticipated start date of May 10, a planting completion deadline of June 7, and a final project summary report due by June 22. Primary performance locations include the Haines Junction Airport and the Haines Junction Fire Centre, with a prescribed density of 3,000 stems per hectare. The contract will be awarded to the bidder with the lowest theoretical price per seedling, subject to Bid Value Reductions for Yukon First Nation business ownership, location, or labor. Mandatory requirements include a supervisor with at least three years of experience or a record of supervising a 225,000-tree contract within the last ten years, and a minimum of three experienced planters on-site daily. Bidders must provide a supervisor's resume, a project-specific safety plan, and proof of Workers' Compensation and general insurance upon award. Strict technical specifications govern the transport and handling of seedlings to ensure survival, including the use of silvicool canopies, aluminum-lined planting bags, and specific shading protocols.
