D--EO 14398 - This requirement is for support services USGS Alaska Science Center. The U.S. Geological Survey (USGS) plans to award a purchase order to the Alaska Satellite Facility at the University of Alaska for the development of specialized software. The contract will follow the Federal Acquisition Regulation Part 12 for acquiring commercial products and services, and simplified acquisition procedures will be applied. This script must also process Sensor Independent Complex Data from commercial satellite missions managed through the National Reconnaissance Office and tasked by the Civil Applications Committee. The notice serves to comply with FAR Subpart 5.203 and is not a solicitation for competitive bids; however, interested parties may submit capability statements by June 18, 2026, for consideration. No formal solicitation will be issued, and the government retains sole discretion in deciding whether to proceed with competition based on responses. Electronic submissions are to be sent exclusively to the identified government point of contact by the specified deadline. The Naval Surface Warfare Center Carderock Division (NSWCCD) requires Pointwise software and related support services, which are available exclusively from Cadence Design Systems, Inc. This sole-source procurement is justified because Cadence is the only provider capable of supplying the necessary software and support, with no compatible alternatives in the market. The purchase will be conducted as a firm fixed-price order under Simplified Acquisition Procedures, aligned with NAICS code 513210, and the business size is estimated at $47 million. This solicitation, identified by number N0016726Q1081, is not a request for competitive proposals but invites interested parties to submit capabilities statements by noon on May 1, 2026. These responses will be reviewed solely to determine whether a competitive procurement is warranted, although the government retains full discretion over this decision. All inquiries should be directed to Michael J. Bonaiuto of NSWCCD. The primary place of business is Bethesda, Maryland, and the action is managed by the Department of Defense through the NSWCCD.

The proposed purchase order is being solicited on a sole-source basis to Cadence.  The proposed action is for Pointwise support, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reasons: Cadence is the only source of the required support, with no compatible software on the market.  The NSWCCD intends to award a firm fixed-price purchase order to Cadence Design Systems, Inc. using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12:00PM May 01 2026.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 12:00PM Noon on 05/01/2026 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
