Policy, Development, and Operational Support (PDOS) - Mission Partner Environment (MPE) Enterprise Capabilities Scope Addition

This contract is a sole source modification to the existing ENCORE III task order HC102818D0034, issued under FAR 16.507-6(b)(2), to ensure uninterrupted maturation of the Coalition Information Environment (CIE) and Mission Partner Environment (MPE) capabilities following the transition of responsibility from the U.S. Air Force to the Defense Information Systems Agency. The justification for non-competitive award stems from the unique and highly specialized expertise of Madian IT Solutions, LLC, the incumbent contractor, which possesses irreplaceable institutional knowledge of the CIE architecture, systems, and operational workflows. The scope expansion, driven by newly defined mission requirements and a sequence of time-sensitive operational exercises with interdependent deadlines, became fully apparent only in February 2026, leaving insufficient time to conduct a competitive procurement without risking critical mission delays. The effort requires immediate, seamless continuation of support to baseline MPE capabilities, integrate key systems such as MPE Gateway, JOE-CE, ICAM, PKI, SPINE, and MSS, and implement automation through Infrastructure as Code and secure DevSecOps practices, all while establishing Agile project management frameworks and integrated technical roadmaps to guide long-term development. Performance is centered at Fort Meade, Maryland, with primary work conducted in support of DISA’s CIE infrastructure, and the contract has an initial period of performance from May 13, 2026, through February 12, 2027, with an option for one additional 12-month period. The contractor is expected to deliver automated deployment pipelines, security artifacts including System Security Plans, accreditation packages, CONOPS, and ensure operational readiness for exercises by June 2026 without any transition disruption. Personnel must hold relevant security clearances to handle Controlled Unclassified Information and support classified environments, and the contract includes optional labor hour clauses to scale staffing dynamically as needed. The contracting officer is Robin N. Schuster, with Christopher Lassiter serving as the Contracting Officer’s Representative, and the effort is funded under the ENCORE III IDIQ vehicle, with no estimated contract value publicly disclosed. The sole source designation is intended as a temporary measure to maintain continuity while laying the groundwork for a future competitive procurement, ensuring the long-term sustainability of the CIE and MPE initiatives without accumulating technical debt or operational gaps.
