Full Description
This is an exception to fair opportunity issued IAW FAR 16.507-6(b)(2), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. As the transition of the Mission Partner Environment (MPE) effort from USAF to DISA took place, several new elements of the requirement were established, creating a much broader range of support than BDL2 currently has. With the addition of the scheduled exercises, all of which are reliant upon the timely completion of the one preceding it, the full scope of the effort required was not realized until February 2026. Due to the strict time constraints to stand-up the scheduled operational exercises, there is insufficient time to award this effort as a competitive procurement. After review of the situation and circumstances that created a barrier for a competitive acquisition of this requirement, it is determined that a sole source environment exists to ensure the continuous maturation of the CIE effort. By awarding this effort on a sole source basis via modification to the PDOS task order, the Government will have sufficient lead-time to pursue a competitive acquisition for the follow-on effort, and therefore, eliminate the future need for a sole source environment.
The nature of this award is for services to assist with the creation of the MPE PEO, baseline the MPE capability, including JOE-CE, and create a sustainable way forward for development, security, and operations, and consolidate technical capabilities into a single unified solution set that can operate dynamically based on the mission set. This includes the design and implement automation capabilities that reduce reliance on manual processes and improve operational efficiency, as well as support to implement and mature Agile project management practices, develop actionable strategic plans, and establish integrated technical roadmaps that guide execution across multiple complex programs and systems.
