AI Contract Overview
The Borough of Topton is soliciting sealed bids for the demolition of the existing below-ground pool at Topton Park, with all submissions required through the PennBid platform by 10:00 AM on Friday, May 29, 2026. The scope includes complete removal of the concrete pool structure and associated patio, followed by backfilling with certified clean fill material to reach site stabilization. All work must be performed in compliance with applicable laws, regulations, and industry standards, with prevailing wage rates enforced. Bidders must obtain and submit a bid bond equal to 10% of their total bid amount, issued by a corporate surety authorized in Pennsylvania, and the winning bidder must provide both a Performance and Payment Bond totaling 100% of the contract value. A pre-bid meeting is scheduled for May 15, 2026, at 205 South Callowhill Street, Topton, PA, with site access arrangements required due to a locked gate. Questions must be submitted through PennBid’s Public Q&A feature no later than 3:00 PM on May 22, 2026, and all responses will be disseminated to registered bidders. The contract is structured as a fixed-price agreement under an EJCdC framework, utilizing Supplementary Conditions and Alternates rather than FAR clauses, with optional bid items such as topsoil placement and seeding. Bidders must submit financial statements, safety records including OSHA logs and Experience Modification Rates, details of past contract failures or litigation, and a list of all project personnel. Socioeconomic participation goals are established at 5% MBE, 3% WBE, and 10% Section 3, requiring bidders to select one category and provide supporting documentation if affirmative. Units prices are specified for materials like clean fill, select backfill, trench backfill, and operator labor, but quantities are not provided, preventing calculation of total contract value. Evaluation will be based on the lowest responsive and responsible bidder in a Low Price Technically Acceptable model, with technical compliance as a threshold requirement. The Borough reserves the right to reject any or all bids, waive minor irregularities, and withhold award for up to sixty days. All documentation is accessible online at no cost through PennBid beginning May 6, 2026, and bids will be opened online immediately after the deadline, followed by referral to the Borough for final award.
