Port of Dover - Commercial Services Framework

The Dover Harbour Board is establishing a Commercial Services Framework to appoint partners for the provision of Commercial and Quantity Surveying Services. The scope of work encompasses cost planning and estimating, tender preparation, administration, and evaluation, general procurement advice, and post-contract administration, including valuations, change management, and cost reporting. These services will support a diverse portfolio of projects involving infrastructure, highways, marine civils, building works, asset maintenance, and heritage. The framework is estimated to run for approximately four years, from February 22, 2027, to February 22, 2031. The procurement follows a competitive flexible procedure consisting of a multi-stage evaluation process. Initially, up to eight qualified suppliers will be identified during the participation stage, followed by a quality and commercial assessment weighted at 70/30. The top five scoring suppliers will then proceed to interviews and commercial negotiations, with the final three highest-scoring suppliers being awarded places on the framework. The agreement will operate under the NEC4 Framework Contract, with individual Work Order and Time Charge Orders awarded as NEC4 Professional Services or NEC4 Professional Services Short Contracts, either through direct award or mini-competition.
