Port Rowan Harbour Maintenance Dredging, Dewatering, Excess Soil Management and Site Restoration

The Corporation of Norfolk County has issued Request for Tender CDS-PRC-26-19 for maintenance dredging at Port Rowan Harbour to improve navigable access within two principal travel channels. The scope of work includes dredging, dewatering, excess soil management, hauling, disposal or beneficial reuse, environmental monitoring, and site restoration. The project is scheduled to commence around September 28, 2026, with a target completion date for dredging by October 31, 2026, allowing for thirty-three working days of in-water activity. The contract is administered as a unit-price agreement with an approved project budget and upset limit of 390,000 dollars. The contract will be awarded to the lowest compliant bidder based on a two-stage evaluation of mandatory submission requirements and pricing. Successful bidders must provide performance security of 20,000 dollars and maintain comprehensive insurance, including 5 million dollars in automobile liability and 2 million dollars in environmental pollution liability. Contractors must adhere to Ontario Regulation 406/19 for the management of salt-impacted excess soil and comply with the Occupational Health and Safety Act, the Environmental Protection Act, and AODA standards. Final acceptance of the work is subject to the satisfaction of the Engineer and Owner, requiring a continuous channel profile and the full restoration of temporary dewatering areas.
