AI Contract Overview
The Portable Patient Transport System (PPTS) solicitation under W911QY-26-S-PPTS-02 is a Department of Defense prototype initiative issued under 10 U.S.C. § 4022 via an Army Open Solicitation (AOS) using Broad Agency Announcement (BAA) authority, aiming to award multiple Prototype Other Transaction (OT) Agreements to offerors presenting the most advantageous solutions. The solicitation invites submissions of a Solution Brief and Supporting Data Package, with a strict format requiring a 15-page limit for the Solution Brief, which must include the completed PPTS Capabilities Assertion Matrix, and no page limit for the Supporting Data Package containing verifiable evidence. All submissions must be in PDF format, emailed to designated Government points of contact by the extended deadline of July 20, 2026, at 1600 Eastern Time. The system must satisfy critical performance thresholds including the ability to contain at least three liters of liquid contamination without leakage, comply with MIL-STD-2073-1 packaging standards, and incorporate warning labels for handling hazards such as pinch and trip risks, along with the number of personnel required for lift and carry. The PPTS must also meet stringent regulatory and safety requirements, including FDA-related deliverables, 21 CFR 820 Good Manufacturing Practices, ISO 13485:2016 alignment, Berry Amendment compliance for material sourcing, and EMI standards per MIL-STD-461 for airworthiness certification on military aircraft such as C-17, C-130, KC-135, and HH-60. Additional safety requirements include accommodation for patient safety during high-altitude de-pressurization and full documentation via a Safety Assessment Report and Safety Data Sheets. The evaluation process operates in three distinct segments: up to five offerors will be selected for Segment I based on technical merit, innovation and intellectual property strategy, and affordability, receiving funding to deliver up to thirty prototype systems within 90 days of award. Segment II will narrow the field to two performers based on system performance against the Statement of Objectives, affordability, user feedback, and readiness for production, with each delivering an additional ten prototypes. The final step allows for a non-competitive follow-on production award to the best-performing team, contingent on successful completion verified under 10 U.S.C. § 4022(f).
