Interested personnel may submit a capability statement or submit proposals. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received by 0600 Hawaii Standard Time (HST) on Friday, October 7, 2016, the contract will be issued without further notice.
