Posting of Justification for Other than Full and Open Competition

The U.S. Department of State, through its Acquisitions Aqm Momentum office, has issued a justification for other than full and open competition to reactivate and extend the services of incumbent Third Party Monitor contractors in Pakistan. This non-competitive action, conducted under FAR 6.103-2 due to unusual and compelling urgency, involves CDM International, Halcrow Pakistan Limited, and Techno Consult International. The primary objective is to provide independent oversight and verification of partner nation compliance for several government-to-government infrastructure initiatives, including the Federally Administered Tribal Areas Infrastructure Program, the Khyber Pakhtunkhwa Reconstruction Program, the Gomal Zam Dam Project, and Municipal Services in Sindh. The scope of work focuses on impartial, data-driven verification of project quality, safety, and adherence to environmental and social safeguards through site visits, document reviews, and stakeholder interviews. These services are critical to ensure accountability and prevent the loss of funding associated with the underlying agreements. The performance period for these services extends through December 31, 2026, providing a six-month no-cost extension beyond the expiration of the government-to-government agreements on September 30, 2026. Because this is a sole-source reactivation based on the contractors' unique regional expertise and institutional knowledge, no competitive evaluation factors or new pricing schedules were utilized.
