PQ List for HVAC Rehab/Repair/Reno

The City of Pittsburgh Office of Management & Budget is seeking to establish a Pre-Qualified Master Agreement (PQMA) list of contractors specializing in HVAC rehabilitation, repair, and renovation services. The solicitation, identified as 2024-PQMA-032, was issued on April 12, 2024, and contractors may submit applications electronically until November 30, 2027. The resulting contract will be an indefinite-delivery, indefinite-quantity (IDIQ) type, effective upon execution and continuing through February 29, 2028. Emergency response capability is a critical requirement, with contractors expected to respond within four hours and maintain 24/7 on-call availability. All work must be performed to industry standards, using new and properly certified materials, and is subject to City inspection and acceptance procedures which culminate in Certificates of Substantial Completion and Final Acceptance. The contract mandates compliance with Pittsburgh-specific mandates on anti-discrimination, prevailing wage laws, security clearances for personnel working in secure facilities, and adherence to the Pennsylvania Right-to-Know Act. Vendors must submit an application packet containing required documentation such as a signed agreement, IRS Form W-9, insurance certificate, and contractor’s license. The City emphasizes that proposals must be submitted electronically to the designated email address, and failure to use the prescribed submission channels may cause significant processing delays.
