AI Contract Overview
The Department of the Air Force, through the Air Force District of Washington, is soliciting proposals for a total small business set-aside contract (Solicitation Number: FA7014F26ELEARNING) to provide a comprehensive practitioner e-learning program focusing on Lean Six Sigma and related continuous process improvement methodologies. This web-based e-learning platform will deliver courses ranging from basic to advanced competency, incorporating current industry best practices in strategic alignment, organizational change, innovation, and project management frameworks such as Agile and Scrum. The training content will be tailored with military-relevant examples and live facilitation by approved Department of the Air Force practitioners. The platform must be accessible 24/7 to Airmen and Guardians from any location, supporting access via government or personal equipment over diverse networks, and capable of concurrently supporting at least 750 users. The contract is structured as a firm-fixed-price agreement with a base period from February 8, 2026, through February 7, 2027, and four twelve-month option years extending through February 2031, plus an option for a six-month extension. Pricing will be proposed for subscription licenses covering foundational, intermediate, and advanced Lean Six Sigma courses with set quantities annually (30,000 foundational, 8,000 intermediate, and 500 advanced licenses). The government requires flexibility to adjust the curriculum based on student feedback and mandates comprehensive advisory support to maintain continuous process improvement training. Deliverables include course content, Quality Control Plans, evaluation surveys, student completion lists, and periodic reports, all submitted electronically to the Contracting Officer’s Representative (COR). The contractor is responsible for meeting all federal, state, and local compliance standards, maintaining industry-standard training quality, and protecting controlled unclassified and proprietary government data per strict organizational conflict of interest and data rights provisions. Proposals will be evaluated on a best value trade-off basis with technical approach weighted significantly more than price. The technical approach must demonstrate a detailed, value-focused solution that fully addresses each requirement in the Performance Work Statement (PWS); adjectival ratings from Outstanding to Unacceptable will be assigned, with pricing only evaluated for proposals rated at least Acceptable. Pricing proposals will be analyzed for reasonableness, fairness, and balance, including consideration of unbalanced pricing risks and option extensions as per FAR clauses. This combined acquisition includes robust instructions for offeror submissions, requiring two distinct volumes: a 20-page technical approach and a 4-page pricing worksheet, submitted by December 22, 2025. The proposal process mandates SAM registration, adherence to strict formatting and content
