Pre-Advertisement for DOA-Contract Personnel Credentialing Office Support

The City of Atlanta, on behalf of its Department of Aviation, is initiating a Multi-Step Competitive Sealed Bidding process for procuring contract personnel to assist the Credentialing Office. This procurement begins with a qualification phase, followed by an Invitation for Bid. The purpose is to engage qualified contractors who can provide trained and reliable staff to handle various credentialing operations such as fingerprinting, identity verification, biographic data collection, badge processing, applicant check-in, queue management, and other related administrative and customer service functions. These services must support compliance with TSA regulations, specifically 49 CFR Part 1542, as well as the Airport Security Program and relevant city and departmental policies. Qualified vendors must demonstrate their ability to supply personnel adept at working in a high-volume, security-sensitive airport environment, including the completion of necessary training to become Trusted Agents, safeguarding of sensitive information, and adherence to operational standards. Additionally, vendors must show they have adequate staffing levels, supervisory oversight, and contingency plans to provide uninterrupted service coverage.
