The project requires the removal of existing turf and soil to a six-inch depth across 110,000 square feet, installation of four-inch perforated drainage pipes on 15-foot centers with proper outfall connections, placement of a 90/10 greens mix, and full sodding with TifEagle bermudagrass, including Tahoma 31 bermudagrass for 60-inch collars. Only contractors with a proven track record of completing at least three similar golf course greens renovations within the past five years are eligible, and all bidders must hold valid Georgia construction licenses, bonds, and insurance, while complying with OSHA and local safety regulations. The procurement follows a Multi-Step Sealed Bid process beginning with a prequalification phase and culminating in an Invitation for Bid, with submissions due by May 13, 2026, through the City’s Supplier Diversity Management System portal. This procurement is designated as a Sheltered Market Opportunity under the City of Atlanta’s Small Business Enterprise (SBE) program, limiting competition to certified SBEs who must demonstrate compliance with specific self-performance thresholds—15% for general construction, up to 50% for manufacturing or services—before subcontracting is permitted. Prime contractors must submit completed SBOSM-2 Subcontractor Contact Forms and SBOSM-3 Utilization Forms, execute the Covenant of Non-Discrimination, and maintain detailed records of all subcontractor agreements and financial documentation for review by the Office of Contract Compliance. Bidders must be currently certified by the City of Atlanta’s Office of Contract Compliance, with EBO or DBE certifications not accepted. The contract is subject to withholding of payments and joint check issuance for non-compliance with reporting obligations, and all work must be performed at Chastain Park Golf Course in Atlanta, Georgia. While no specific contract type or estimated value is provided, the solicitation mandates adherence to SBA size standards under NAICS 238910 and 561730, and failure to comply with any certification or documentation requirement will result in a non-responsive bid determination.
