The City of Atlanta’s Department of Watershed Management is initiating a multi-step sealed bid process to secure qualified contractors for trace organic laboratory testing services. This procurement involves an initial prequalification phase to assess vendors’ expertise in providing laboratory analytical services relevant to wastewater, industrial pretreatment, and environmental compliance programs. The assessment criteria include experience in trace organic analysis, priority pollutant testing, whole effluent toxicity testing, quality assurance/quality control protocols, sample handling, reporting, and adherence to regulatory requirements. Vendors must demonstrate compliance with all applicable federal, state, and local regulations, including the National Pollutant Discharge Elimination System (NPDES), Environmental Protection Agency (EPA) standards, Georgia Environmental Protection Division (GA EPD) regulations, and analytical methods under 40 CFR Part 136. Following prequalification, selected vendors will be invited to submit bids through an Invitation for Bid (IFB) process. The chosen contractor will be expected to deliver accurate, timely, and regulatory-compliant laboratory analyses and reporting to support the DWM’s wastewater and pretreatment monitoring programs. The contract emphasizes data integrity, turnaround times, and operational reliability.
