The Federal Bureau of Prisons is seeking providers for Residential Reentry Center (RRC) beds and Home Confinement services for male and female federal offenders in Berkeley County, West Virginia. Home Confinement placements must be within a 100‑mile radius of the facility.


Both RRC and Home Confinement services must follow the Federal Bureau of Prisons’ Residential Reentry Center, March 2022 Statement of Work. Home Confinement requirements are defined in Chapter 10, with additional requirements noted throughout the SOW.


This will be an indefinite delivery, indefinite quantity type contract with firm fixed unit prices for all line items.


The RRC requirement will consist of an estimated maximum of 40 beds in which 32 beds will be designated for males and 8 beds designated for females for the One-year Base Period and each of the Four One-year Option Periods


The Home Confinement requirement will consist of an estimated maximum of 20 placements to include both males and females for the One-year Base Period and each of the Four One-year Option Periods.


It is the intent of the Government to award both line items (RRC and HC) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders. The


The Government reserves the right to potentially make an award which is deemed to be in the best interest of the Government.


The Solicitation (RFP) will be available after October 1, 2026, exclusively on www.sam.gov. No hard copies will be provided. All updates will also be posted on this site, and interested parties are responsible for monitoring it for the latest information. The estimated closing date will be 60 days after the RFP is issued.


All responsible sources may submit proposals. No collect calls will be accepted, and the agency will not accept telephone or written requests for the solicitation.
