As stated in Section L, paragraph 1.1 of the solicitation, the government anticipated awarding this effort under full and open competition, using the best value tradeoff source selection procedures outline in Sections L and M of the solicitation. However, the period for submission of offers has expired and only one offer has been received. The Government intends to pursue evaluation and a negotiated award of this effort in accordance with DFARS sections 215.371-3(b)(2)(i) and 215.371-3(b)(2)(ii), and clauses DFAR 252.215-7008, - Only One Offer', and FAR 52.215-20, - Requirements for Certified Cost or Pricing Data and Data Other than Certified Cost and Pricing Data', as incorporated in the solicitation. The Government invites all interested parties who elected not to submit an offer to provide an explanation for why they decided against submission of a proposal, and recommendations for changes or enhancements the government can make in future solicitations to improve competitive opportunity.
