Gloucestershire County Council is undertaking Preliminary Market Engagement in relation to the proposed Gloucestershire Joint E-Scooter and E-Bike Hire Scheme. The Council is considering the future delivery of an integrated shared micromobility scheme covering rental e-scooters and e-bikes. The purpose of this engagement is to obtain feedback from prospective operators before the Council finalises its procurement approach, specification and associated procurement documentation. In particular, the Council is seeking market feedback on realistic fleet ranges and potential service areas; the integration of rental e-scooters and e-bikes within a single concession; parking, docking and associated infrastructure; commercial viability and appropriate commercial models; safety and management of the public realm; accessibility and inclusive service provision; mobilisation and transition requirements; operational data, reporting and appropriate performance measures; environmental performance and mode shift; and opportunities to deliver wider social and local value. The engagement will also provide suppliers with an opportunity to identify significant operational, commercial and regulatory considerations that the Council should take into account before commencing the formal procurement process. This Preliminary Market Engagement is not an invitation to tender and does not create any commitment by Gloucestershire County Council to commence a procurement or award a contract. Golf Cart Rental Operations at Victory Pointe
Solicitation # RFP 27-003
The City of Clermont is seeking a qualified operator to lease and manage street-legal golf cart rental operations at Victory Pointe, a ten-acre urban park in Downtown Clermont. The objective is to activate designated office space with a business that enhances downtown mobility and provides services to residents and visitors. The successful operator must maintain a fleet where at least 80 percent of the vehicles are golf carts, though ancillary electric vehicles like scooters and bicycles are permitted. The resulting agreement will have an initial term of three years, with the City holding the sole option to renew for up to three additional one-year periods. Proposals are due by November 5, 2026, via the OpenGov portal and will be evaluated based on a 105-point scale considering factors such as business location, cost of services, and the overall best interests of the City. Requirements for the operator include maintaining comprehensive insurance, adhering to Florida cybersecurity and E-Verify statutes, and ensuring all vehicles are legally permitted for public road use. Motorized vehicles are strictly prohibited on the South Lake Trail, and the operator is responsible for keeping the premises in a clean and safe condition.
