Prequalification for the Kitchener Wastewater Treatment Plant Administration Building

The Region of Waterloo is seeking pre-qualified General Contractors and Mechanical sub-contractors for the construction of a new 725 m2 single-storey administration building and SCADA Control Centre at the Kitchener Wastewater Treatment Plant. This project, with an estimated cost of 15 million dollars, involves a LEED Silver Shadow design and requires the facility to be built as a post-disaster building with a raised reinforced concrete floor slab on steel piles to exceed regional flood elevations. The scope includes comprehensive site works such as grading, landscaping, an asphalt parking lot, a new sanitary wet well with a pumping station, and the installation of an automatic security gate. A critical requirement is the maintenance of all existing utilities and SCADA systems throughout construction, requiring close coordination with the Network Integrator to ensure a seamless transition to the new control centre without interrupting plant operations. The pre-qualification process requires submissions by October 6, 2026, and is based on CCDC 11-2019 standards, with the final construction contract utilizing CCDC 2. Applicants must demonstrate at least five years of business longevity, provide a WSIB clearance certificate, and submit a statement of financial stability along with a bonding company letter confirming limits for bid, performance, and labour and material payment bonds. Evaluation is based on a combination of pass/fail criteria and numerical scoring focusing on company profile and related experience, specifically regarding sustainable building practices, excess soil management, and the ability to operate on active treatment plant sites. All submissions must be uploaded in PDF format via the Region's electronic portal, and proponents must certify compliance with the Accessibility for Ontarians with Disabilities Act, 2005. Tendering is expected in late 2026, with construction scheduled to begin in Spring 2027.
