This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


The solicitation number is FY263342024 and is being issued as a request for quotation.


The solicitation document and incorporated provisions and clauses are those in effect through,  Federal Acquisition Circular (FAC) 2026-03 March 13, 2026.


This is a 100% Small Business Set-Aside, the applicable NAICS code is 238220 with a size standard of $19.0 million.


The Government is seeking quotes to provide HVAC services.  The project is located at the United States International Boundary and Water Commission (USIBWC) Presidio Field Office 110 S. DOD Ave. Presidio TX, 79845-0848.


SITE VISIT: Presidio, Tx is a remote community on the Texas/Mexico border. Contractors are encouraged to conduct a site visit. Site visits may be scheduled by contacting Hector Delgado at (432) 631-1475, hector.delgado@ibwc.gov or Fidel Baeza at (432) 229-3752 or fidel.baeza@ibwc.gov.


SITE VISIT WILL BE HELD ON AUGUST 19, 2026 AT 9AM. All questions should be directed to the Contracting POC ONLY via email.

Please be aware that whatever is said during the meeting is meant to be helpful but does not and cannot change the Solicitation Documents. During this site visit, all conversations are considered informal and are not contractually binding until questions are submitted in written form. The official answers will be posted to SAM.gov for all.


Evaluation Factors for Award


Quotes will be evaluated based on technical acceptability and price (Lowest Price/Technically Acceptable).


Pricing: Offerors shall provide pricing breakdown for the total requirement and scope of this solicitation. Pricing shall be inclusive of all costs to include all applicable Federal, State, and local taxes. Award may be awarded without discussion, but the Government reserves the right to negotiation of a fair and reasonable price.


The Government will evaluate the Offeror's proposal to ensure that all Government requirements are met.


Any questions related this solicitation shall be submitted to seone.jones@ibwc.gov in writing no later than COB, Monday, August 20, 2026 no later than 3PM MDT.  Any questions received after this deadline will not be answered unless deemed significant by the Contracting Officer. NO PHONE CALLS WILL BE ACCEPTED.


No answer shall be binding by the Government unless submitted in writing by offeror and subsequently answered in writing by the Contracting Officer.


Unless the offeror inserts a longer period of time, proposals will remain valid for a period of 90 calendar days from the date specified for receipt of proposals.


Quotes shall be submitted via email to seone.jones@ibwc.gov no later than 3PM MDT Monday, August 31, 2026. Faxed copies will not be accepted. Please include your UEI number with your offer.


Payment information:


The Contractor will be paid in accordance with FAR 52.232-33 Payment by Electronic Funds Transfer – System for Award Management (July 2013 to Oct 2018). Invoices will be submitted electronically via Invoice Processing Platform (IPP).

The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.
