Pre-Solicitation (Synopsis): F-15 Maintenance Testability Analysis Program

This synopsis is issued by AFSC/PZAAB (FA8538) on June 11, 2026, for a period of 15 days.


The US Air Force anticipates a Cost-Plus Fixed Fee, IDIQ Request for Proposal (RFP), FA8538-26-RB008, to provide the technical expertise and engineering staff necessary to implement the hardware and software updates, F-15 production support, and modifications necessary to maintain and improve the Reliability and Maintainability (R&M) of the F-15 peculiar avionics.


The contract will consist of a Basic Ordering Period (12 months) and (2) 12-month Ordering Periods.  This anticipated contract action is in support of the Air Force Sustainment Center (AFSC), 638th Supply Chain Management Group (SCMG), 409th Supply Chain Management Squadron (SCMS).  The F-15 fleet’s remaining life cycle is currently scheduled for 2045.


The proposed contract action is for services for which the Government intends to solicit and negotiate utilizing Other Than Full and Open procedures in accordance with RFO 6.104-1(a)(3). Northrop Guman Systems Corporation (CAGE Code: 5FVX5), is the only source with the knowledge of the complexity of the processes and tools needed to compile and analyze the enormous amount and type of data to meet this requirement, no other contractor could successfully provide the needed service without unacceptable delays that would result in a significant waste of taxpayer dollars and disservice to the warfighter.



Period of Performance is anticipated to begin September 2026 for a period of 3 years. The Request for Proposal posting is estimated to be 29 June 2026.
