The F-35 Joint Program Office (JPO) has a requirement to integrate a Laboratory Intelligence Validated Emulator (LIVE) and an accredited Secret Training Network (STN) into the Australia, Canada, United Kingdom Reprogramming Laboratory (ACURL) at Eglin AFB, FL. LIVE is required to provide a full closed loop threat system representation in ACURL that can realistically engage a simulated F-35 to validate countermeasure effectiveness and provide survivability assurance. The threat model must provide real-time operator interaction, be recorded and time synchronized to all other lab test data and be upgradeable to integrate with future air system capabilities being delivered by LM Aero under the Block 4 contract. The contractor shall be responsible for procuring, delivering, and integrating the necessary hardware, software, and network infrastructure that supports LIVE.  STN is required to replace an existing unsupportable network with a fully managed and accredited network at Secret classification (REL US/AUS/CAN/UK) for the training of ACURL personnel on the production of F-35 mission data files and the ability for development, test and evaluation of tools and software. The STN must provide updated hardware, software tools and a 10-year sustainment package including a dedicated spares package, software licenses, a mid-life technical refresh and on-site technical support by personnel cleared to Secret / Special Access Requirement.
