The Department of State’s Bureau of Diplomatic Security, through the Foreign Affairs Security Training Center (FASTC) in Blackstone, Virginia, is delaying the release of a solicitation for facility staffing and cafeteria operations due to organizational reorganization and scope refinement, with the solicitation now anticipated in December 2026. All offerors must possess a Secret-level facility clearance to be eligible for award, and only those registered in SAM.gov will be considered. The contract will be awarded on a best-value, trade-off basis, with no phone calls accepted for inquiries. The scope includes providing professional staffing and comprehensive foodservice operations, with a strong emphasis on diverse, healthy, and accommodating dining options—including vegetarian, vegan, gluten-free, low-sodium, and culturally or medically specific meals—as well as meal preordering systems and sustainable practices. FASTC also requires administrative and logistical support for training operations, including student travel, lodging, fleet management, inventory control, and curriculum development resources. The contractor must operate at Fort Pickett, Virginia, and comply with labor categories and timelines to be detailed in the upcoming solicitation. Interested parties must notify Patrick Jones at jonespr@state.gov with their firm name, representative, and contact information to express interest.
