AI Contract Overview
The National Oceanic and Atmospheric Administration (NOAA), under the U.S. Department of Commerce, is soliciting competitive bids for a firm fixed price contract to provide preventative maintenance and emergency on-call services for climate control and backup electrical systems at the National Data Buoy Center in Building 3203, Stennis Space Center, Mississippi. The contract includes a base year from June 1, 2026, through May 31, 2027, with three optional one-year extensions through May 31, 2030, covering maintenance and 24/7 emergency response for HVAC, generators, UPS systems, and humidifiers. All work must adhere to OEM recommendations, NFPA 110 standards for emergency power systems, and ASHRAE guidelines for climate control, with mandatory submission of standardized inspection checklists after each service. The contract is a total small business set-aside under NAICS code 238220, and only small businesses registered in the System for Award Management (SAM) with a valid Unique Entity ID (UEI) are eligible to respond. Offerors must provide proof of a valid state HVAC license, current insurance coverage, and demonstrate the ability to respond to emergencies within three hours. All personnel must be U.S. citizens or permanent residents and successfully complete a NASA background check to obtain site access; unescorted access requires full badge clearance, while others must be escorted at all times. Evaluation will follow a lowest price technically acceptable (LPTA) methodology, where non-cost factors including personnel qualifications, technical approach, and past performance are assessed on a pass/fail basis and must meet minimum acceptability standards before price is considered. Technical compliance requires submission of a detailed preventive maintenance plan, two to three relevant references, and verification of compliance with the Service Contract Act wage determination WD 2015-5147 (Rev-28). Contractors must also certify compliance with NOAA’s sexual assault and harassment prevention policy, submit monthly performance reports, and provide cooling load calculation reports at contract initiation and the start of each option year. Repairs exceeding $2,500 require a formal contract modification approved by the Contracting Officer, while all pricing is submitted by offerors using hourly rates for line items across base and option years—though specific unit prices are not provided in the solicitation. Invoicing must be performed electronically through the U.S. Treasury’s Invoice Processing Platform (IPP), and no other payment systems like WAW
