PRICE TERM AGREEMENT FOR SECURITY PATROL SERVICES AT PRINCE KUHIO & PUNA KAI FOR MTA

The County of Hawai'i, through its Mass Transit Agency, is soliciting sealed bids for a Price Term Agreement to provide security patrol services at two bus stops: Prince Kuhio Plaza on Ohu’ohu Street and Puna Kai Shopping Center on Pahoa Village Road. The solicitation, identified as IFB #26-0256, requires offerors to submit hourly rates for security services covering an initial one-year period from August 1, 2026, to July 31, 2027, with four additional one-year option periods. Pricing will be evaluated by averaging the hourly rates across all five years—the initial year and four options—rather than by total cost. The contract mandates that security personnel be uniformly dressed with visible contractor and employee identification, carry personal badges, and use specified equipment including tactical flashlights, communications devices, and recording cameras—all costs bundled into the hourly rate. Weapons are strictly prohibited. Daily and monthly reporting, including electronic security logs and summaries, must be sent to the Mass Transit Agency Project Manager. The County will be named as an additional insured on all general, automobile, and umbrella liability policies, and no bid or performance bonds are required.
