Prisoner Transport

Collin County is seeking qualified prisoner transport firms to provide intrastate and interstate transportation services for the Collin County Sheriff’s Office under solicitation 2026-355, with responsesdue by September 24, 2026, at 2:00 PM CST. The contract requires vendors to pick up prisoners from any location within the continental United States, Alaska, and Hawaii, securely transport them to Collin County or return them to their origin, and maintain 24/7/365 operational readiness. Each transport must include at least two armed, licensed officers per vehicle or aircraft, with female personnel provided when transporting female prisoners. Prisoners must be restrained with waist chains and leg irons, provided with at least eight hours of rest and three meals per 24-hour period, and accompanied by complete documentation including extradition waivers, medical forms, property control records, and incident reports. Vendors must adhere to all federal and state laws, including ADA, FAA, DOT, and ACA correctional guidelines, meet U.S. Department of Transportation travel limits, and maintain a Satisfactory Audit rating from the FMCSA. The contract is a one-year term beginning on the later of full award execution or November 7, 2026, with an option for three one-year renewals. Pricing is structured per mile for intrastate and interstate transports, with additional line items for courthouse pickups and specific time/date services, with an estimated value of $25,000. Bidders must submit a W-9 form, a completed Conflict of Interest Questionnaire, and provide proof of insurance including $1 million per occurrence commercial general liability, $2 million aggregate limits, workers’ compensation as required by Texas law, and commercial auto insurance with limits of $5 million for vehicles seating over 15 passengers or $1.5 million for smaller vehicles. Collin County must be named as an additional insured with a waiver of subrogation.
