Private Day Schools: Speech, Education, Occupational, Physical Therapy

The City of Norfolk is soliciting proposals from qualified private day schools to provide speech, educational, occupational, and physical therapy services for approximately 50 to 100 students aged 2 to 21 per academic year. Operating under the Virginia Children's Services Act, these services are designed to be child-centered and community-based, focusing on reducing out-of-home placements. Awarded contractors must be VDOE licensed and VCPE accredited, ensuring all instruction aligns with VDOE standards and each student's Individual Education Program. The City may award contracts to multiple schools based on a 100-point evaluation scale that considers the offeror's approach, experience, and pricing. The resulting agreement requires contractors to maintain comprehensive public liability insurance and adhere to strict HIPAA confidentiality and safety reporting standards for serious incidents. Financial terms include monthly invoicing for services rendered via Purchase of Service Orders, with payments issued within 45 days of receipt of a correct invoice.
