The U.S. Army Space and Missile Defense Command plans to negotiate a sole source contract with KineMatik Inc., based in San Diego, for the procurement of the eNovator software package. This software functions as an add-on to the JPEO-CBD Livelink application and serves as a management tool designed to monitor cost, schedule, performance, and risk aspects within the Department of Defense (DoD) validation program. The validation program’s goal is to ensure that detection or diagnostic products used by warfighters deliver consistent and reliable results that fulfill the requirements set by Program Managers and end-users. Specifically, eNovator will be employed to verify and validate risks related to cost, schedule, and performance across the entire DoD validation initiative. This acquisition will follow a non-competitive procurement process under FAR 6.302-1(a)(2), as the contract specialist has determined that only KineMatik Inc. can meet the agency’s specific needs for this software. The announcement clarifies that this is not a solicitation for competitive proposals, but interested parties with demonstrated capabilities to supply the product are invited to submit factual, written evidence of such credentials by a specified deadline. Responses to this notice will not be returned, and all costs related to responding are the responsibility of the responder. The final decision to proceed without competition rests solely with the Contracting Officer. The contract aligns under the NAICS code 423430 and the office responsible for this procurement is located at Redstone Arsenal, Alabama.
