Procurement of Hardware in Support of the HC-130J Aircraft

The U.S. Coast Guard, through the Aviation Logistics Center in Elizabeth City, North Carolina, is seeking quotations for hardware procurement in support of the HC-130J aircraft under solicitation number 70Z03826QL0000162, issued as a combined synopsis solicitation in accordance with FAR subpart 12.201 as amended by the Revolutionary FAR Overhaul effective November 28, 2025. This RFQ is not a traditional written solicitation and serves as the sole source of requirements; no further documentation will be issued. The contract, if awarded, will be an Indefinite Delivery Requirements contract with a one-year base period and four one-year option periods, totaling a maximum five-year duration. All pricing must be submitted separately for each CLIN and for each year—base and options—as quantities listed are estimates only, and the Government will evaluate pricing across all part numbers and years. The North American Industry Classification System code is 336413 with a small business size standard of 1,250 employees, and no set-aside is planned. Questions must be raised no later than July 10, 2026. The place of performance is Elizabeth City, North Carolina, and the contracting office operates under the Department of Homeland Security. Only responsible sources are invited to respond, and all submissions will be evaluated fairly without preference. Failure to comply with formatting, documentation, or deadline requirements will result in rejection. All responses are subject to the terms and conditions and schedule of supplies detailed in the attached documents, and the Government reserves the right to award a contract without further competition based on the evaluation of received quotations.
