AI Contract Overview

The Department of Defense Strategic Systems Programs awarded a sole-source contract to Lockheed Martin Corporation for the Flight Planning and Integration Test for Roll Torque Experiment 4. This effort involves flight experiment planning, the integration of a test Reentry Body, and comprehensive flight support. The contract is valued at an estimated 10 million dollars spanning fiscal years 2016 through 2018. Lockheed Martin was selected as the only responsible source due to their unique expertise regarding the Roll Torque Experiment and their long-standing role as the Navy's Missile integrator since the inception of the FBM program. Due to the unpredictable nature and extent of the work, the agreement was structured as a Cost Plus Fixed Fee, Level of Effort contract. This flexible procurement model was deemed necessary because the precise methodology and total costs could not be accurately forecast in advance to permit a fixed-price arrangement. The procurement was conducted under solicitation N00030-16-Q-0025 and falls under NAICS code 541330, with administrative oversight managed by the office located at the Washington Navy Yard.

Full Description

This contract was awarded on a sole-source basis to Lockheed Martin Corporation because they are the only known source having the knowledge and the unique expertise required for the Roll Torque Experiment test and they have been the Navy's Missile integrator since the FBM program's inception. This effort was awarded as a Cost Plus Fixed Fee (CPFF), Level of Effort (LOE) contract. The exact nature and extent of the work covered by this contract, as well as the precise methodology of performing the work, cannot be reasonably established far enough in advance. In addition, the cost of performing the work under this type of contract cannot be established in advance or accurately forecast with the adequacy or accuracy to permit award of a fixed price contract. Therefore, a contract type that is flexible in nature and can change as the work progresses is considered appropriate and in the best interest of the Government for this procurement.
