Professional Engineering Services – Moncton Coliseum (Arena): Heating System Modernization

The City of Moncton is soliciting proposals under RFP26-051 for professional engineering services to modernize the heating and HVAC infrastructure at the Moncton Coliseum. The selected consulting firm will be responsible for the full project lifecycle, beginning with an Investment Analysis Report that evaluates four heating system scenarios, including city-identified options, a consultant-developed alternative, and a like-for-like replacement. This analysis will prioritize capital and lifecycle costs, energy efficiency, greenhouse gas emissions, and the utilization of refrigeration plant heat recovery. Upon authorization, the consultant will provide comprehensive design and implementation services, including conceptual and detailed design, tender documentation, construction administration, and commissioning support. The project is supported by an anticipated construction budget of approximately 4 million dollars. The evaluation process uses a weighted scoring system, with 85 points allocated to technical criteria such as project understanding, methodology, lifecycle analysis, and team experience. The performance period includes a design phase concluding in January 2027, followed by a construction phase from February to September 2027. Key contractual requirements include a work-for-hire classification for all intellectual property, minimum commercial general liability and automobile insurance of 2 million dollars per claim, and adherence to a net 30-day payment term.
