Professional Services Agreement (PSA) with Harris & Associates for the Preparation of an Environmental Impact Report for the Proposed French Hotel Project

The City of San Juan Capistrano has entered into a Professional Services Agreement with Harris & Associates for the preparation of an Environmental Impact Report regarding the proposed French Hotel Project. Located in San Juan Capistrano, California, the project entails the development of a 70-room boutique hotel featuring an event space, on-site valet parking, and related amenities. A central component of the project is the restoration and rehabilitation of the historic Domingo Yorba and Casa Manuel Garcia Adobes to be utilized for guest rooms and dining. The scope of work is specifically limited to planning and feasibility studies and does not commit the city to any physical changes or project approvals. Consequently, the project has been determined to be statutorily exempt from further environmental review under Section 15262 of the State CEQA Guidelines.
