PROFESSIONAL SERVICES: SPECIAL COUNSEL – LABOR & EMPLOYMENT

The City of Camden is seeking to appoint up to five attorneys or firms to serve as Special Counsel for Labor and Employment for a one-year term from January 1, 2027, to December 31, 2027. The selected counsel will provide legal representation for approximately 600 employees across multiple collective bargaining units, reporting to the City Attorney, Business Administrator, or other designated officials. Key responsibilities include handling employment contract negotiations, mediations, binding and grievance arbitrations, and representing the City before the Office of Administrative Law, the Public Employment Relations Commission, and trial or appellate courts. Applicants must demonstrate extensive knowledge of New Jersey employment law and the specific rules and decisions of the Public Employment Relations Commission. Proposals must be submitted electronically via the Bids and Tenders portal by October 27, 2026, at 11:00 AM. Evaluation will be conducted by a committee of at least three members based on the firm's understanding of the scope, expertise with urban municipalities, legal knowledge, available resources, personnel qualifications, and cost. Mandatory submission documents include a Statement of Ownership Disclosure, a Non-Collusion Affidavit, and the required RFP proposal components. Before contract award, selected vendors must provide a New Jersey Business Registration Certificate, evidence of insurance naming the City as an additional insured, and various certifications regarding ethics, affirmative action, and non-involvement in prohibited activities in Iran, Russia, or Belarus.
