The CRA has issued this Request for Proposal (RFP) to solicit bids from qualified professional services suppliers for contracts under the Professional Services Supply Chain (PSSC). The PSSC is the CRA’s suite of contracts for the provision of IT and certain non-IT professional services. Bidders must be able to supply consultants for every category and level after award. All responsive bids will be ranked, and contracts will be awarded to the five top-ranked bidders. Any requirements for consultants will then be competed amongst each of the contractors holding a contract. Bidders awarded a contract under the PSSC must provide consultants on an as-and-when requested basis, mainly for the CRA’s Information Technology Branch (ITB) within the National Capital Region (NCR); however, other branches and locations within the CRA may also make use of the PSSC. The work will be either remote or in-person. The period of the Contract is from April 1, 2027 to March 31, 2029 inclusive with options to extend the term of the contract by up to three additional one-year periods under the same conditions. The table below summarizes the total invoiced amounts under the Professional Services Supply Chain for the past three calendar years. January 1 – December 31 2023 - $61,283,633.32 January 1 – December 21 2024 - $41,421,783.98 January 1 – December 31 2025 - $15,606,254.92 As part of the Government of Canada’s (GC) continued commitment to responsible fiscal management, Budget 2023 announced significant reductions in discretionary spending on consulting, other professional services, and travel. The GC implemented $500 million in reductions in 2023-24, with ongoing annual reductions of $1.7 billion starting in 2024-25. Consequently, the CRA anticipates a continued decline in professional services procurement as it continues to realign resources to higher-priority areas. As the refocusing of GC spending is an ongoing process, however, the CRA is unable to quantify the extent of these reductions at this time. There are security requirements associated with this requirement. For additional information, consult the bid solicitation document. The Policy on Prioritizing Canadian Suppliers and Canadian Content in Strategic Federal Procurements will be applied to contracts awarded pursuant to this solicitation. The Federal Contractors Program (FCP) for employment equity applies to this procurement. Proposal documents and supporting information must be submitted in either English or French. The CRA reserves the right to negotiate with suppliers on any procurement.
