At the turn of the 21st century, The City of Port St. Lucie Public Works department had a relatively small amount of irrigated landscape, and all irrigation was controlled by standalone irrigation controllers; primarily Rain Bird controllers. Over the next (2) decades considerable growth and improvements to the City's roadway infrastructure was constructed and this included vast amounts of landscaping and irrigation. Due to the sheer size and scope of this new irrigation, the City decided to go with a Maxicom II computerized central control system. At the same time, the City decided to have the Maxicom system managed by a professional water management consulting company. This decision was based on the goal of maximizing the benefits of their investment in both irrigation and landscaping; this arrangement continues to this day (2026), with one exception. The central control system currently has both Rainbird Maxicom II and Baseline central control systems. In 2004 Port St. Lucie applied for a South Florida Water Management District Water Savings Incentive Program grant (SIP) to convert the majority of their existing Public Works irrigation sites to Maxicom II control in order to further conserve on irrigation water. The grant was awarded in 2005 and the work was completed within one year. In 2007 the City of Port St. Lucie implemented a set of comprehensive irrigation design standards to control all irrigation designs on city Public Works projects. This specification has been modified and updated several times; the most recent update being completed in June 2025 and is scheduled to be codified into city code in 2026. This newest version is titled 'City of Port St. Lucie Public Works Irrigation Standards 328400' - 2025_1210 REV7. In 2008 a water shortage variance, via a letter of modification to the CUP, was granted by South Florida Water Management District. This was cancelled in 2010 due to new Florida state legislation. In 2011 a new irrigation variance was granted based on Florida Statute 373.62(7). This variance required all Maxicom irrigation sites to have irrigation scheduling driven by soil moisture. This variance is still in existence to this day. Historically all irrigation systems have been inspected monthly with repair and service being provided by either City of PSL staff or the services of an outside irrigation maintenance contractor. It is expected this same arrangement will continue but with input and guidance from the (PWMCEF). Today the City of Port St. Lucie owns an aggregate of premier landscape irrigation systems which utilize state of the art pumping, filtration, control and delivery system components to manage its landscape irrigation requirements. These systems are second to none within the Florida marketplace.
