Full Description
CISA’s Office of the Chief Financial Officer (OCFO) established a Project Management Office (PMO) to manage its FSM initiative at the Component-level. This PMO is comprised of a project manager and systems accountants. It established an FSM Integrated Project Team (IPT) to provide programmatic and functional expertise to manage and support the FSM transition and potential migration. Due to the resource-intensive nature of the Discovery and implementation phases of migration, CISA’s FSM PMO requires programmatic and technical support to assist in the modernization effort.
This requirement provides continued technical, functional, and program management support for CISA’s Financial Systems Modernization (FSM) effort throughout the implementation phase, and preparation for enterprise-wide deployment. Contractor support includes data management and migration support, system integration coordination, and functional expertise necessary to maintain momentum across FSM phases and ensure readiness for transition to a modernized DHS financial management solution. These subject matter experts (SMEs) are critical support roles to ensure financial data integrity, continuity of business processes, and a seamless integration to the unified system approach across the Department.
OBJECTIVE The objective of the FSM PMO Support is to support CISA OCFO throughout the lifecycle of the FSM Program, in partnership with EFS, Immigration and Customs Enforcement (ICE) as its financial services provider, and the DHS system integrator, so that the FSM solution is: configured to meet CISA requirements; CISA Financial Data is prepared so that it is able to be migrated to the future solution; CISA users are apprised of the migration and are trained and ready to accept the system upon go-live.
