The U.S. Marine Corps Program Manager Wargaming Capability is conducting market research to identify commercial-off-the-shelf or government-off-the-shelf software solutions that enable a comprehensive, end-to-end wargaming system capable of supporting strategic, operational, and tactical-level exercises across all warfighting domains—land, air, sea, space, and cyber—as well as all warfighting functions including maneuver, fires, intelligence, force protection, logistics, command and control, and information. The system must operate securely within an Azure cloud environment and be built on a modular, open architecture to allow for incremental, agile development and future expansion. The software must support the full wargaming workflow: planning, design, execution, data capture, analysis, and reporting, with scalable resolution and metrics appropriate to each level of war. The effort prioritizes technical depth across domains and functions while ensuring interoperability through open standards such as HLA, DIS, and REST APIs, and integration with existing models and tools. Vendors are invited to submit an executive summary of up to 20 pages detailing their technical approach, past performance, software architecture, data rights assertions, and compliance with commercial item definitions under FAR 2.101 and DFARS 252.227-7017. All submissions must include CAGE code and UEI, business size and socioeconomic status, and full disclosure of any pre-existing or third-party software with licensing restrictions. The Government seeks unlimited rights to all deliverables and requires proprietary information to be clearly marked on a page and paragraph basis to be recognized. Responses must be submitted via email by January 30, 2026, to designated points of contact, with only .docx or .pdf files accepted. Though this is a Request for Information and not a solicitation, the government has indicated plans for future industry engagement events, including at the 2025 I/ITSEC conference, and an upcoming prize challenge to further explore innovative capabilities. The place of performance is the General Robert B. The U.S. Marine Corps (USMC) Program Manager Wargaming Capability (PM WGC) is responsible for developing and fielding an advanced suite of software tools and simulations to the General Robert B. Neller Center for Wargaming and Analysis in Quantico, VA. The intended use cases for the software include Concept Development, Capability Development, and Operational Plan Assessment. The wargames considered are comprehensive across all levels of war (Strategic, Operational, Tactical), all warfighting domains (Land, Air, Sea, Space, Cyber), and all warfighting functions (Maneuver, Fires, Intel, Force Protection, Logistics, Command and Control, Information). The collective software requirements are applicable to all levels of war, with commensurate adjustments to the resolution of models and associated metrics.
PM WGC is seeking software solutions that leverage an incremental and agile approach to developing a wargaming software capability. The initial capability sought is a wargaming system capable of running the end-to-end wargaming workflow (plan, design, execute, capture data, analyze, report) in a secure Azure cloud environment. The emphasis is on providing all the required end-to-end functions for the wargaming software with as much simulation domain technical depth as possible across warfighting domains, levels of war, and warfighting functions. It must be built with a modular, open architecture to support future agile and incremental expansion and enhancement to build out the missing capabilities of the initial product.
