Progressive Design Build Services for Anmore and Belcarra Fire Hall Replacement Project

Metro Vancouver is seeking statements of qualifications through solicitation 26-0606 to shortlist up to four respondents for a progressive design-build project to replace the Anmore and Belcarra Fire Halls. With a total project budget of 22 million dollars, the scope includes complete design, permitting, demolition, construction, commissioning, and warranty services. The project is divided into two phases, with the first focusing on conceptual design, pre-construction, and permitting, and the second covering construction and commissioning. A critical requirement is that the existing fire halls must remain fully functional 24/7 throughout the construction process. The new facilities must be designed as post-disaster buildings in accordance with the British Columbia Building Code, ensuring that critical systems such as emergency power, communications, and life safety remain operational following a major earthquake. Respondents must provide evidence of bonding capacity for a single project up to 50 million dollars, including a 10 percent bid bond and 50 percent for both labour and materials and performance bonds. Submissions are due by October 20, 2026, via the Bids and Tenders electronic system and must include a letter of introduction, an executive summary, and detailed firm and staff qualifications. Shortlisted firms will later participate in a Request for Proposal stage to determine a fixed lump sum fee for Phase 1 and fixed markup percentages for construction.
